TCRA notes: Meeting regarding former Ward Funeral Home Lot, 109 Reynolds

The JRB Group held an Open House on June 26th under a tent on their empty lot west of Churchill Place to review the proposed development plan for 109 Reynolds (formerly the Ward Funeral Home location). The meeting was for residents to voice their thoughts on the proposed application before it is submitted to the Town in mid summer. We were told that our commentary would be used to inform the final submission of the application to the Town. Approximately 25 residents attended.

3 TCRA Directors attended and compiled the following facts and thoughts:


  • The Ward Funeral Home lot at 109 Reynolds is approximately 10,000 sq. ft.
  • The Official Plan recognizes 4-6 storeys in this area of Downtown Oakville.
  • However, an Official Plan Amendment 20 (passed on March 6, 2017) recognizes that an additional 2 stories could be built in this area of Downtown Oakville resulting in a total of 8 stories. The additional stories are not an “as of right” and must be accompanied with a Bonusing / Community Benefit Charge. This has not yet been discussed.
  • The Town has not determined a height for an 8 storey new build!
  • The new building will include 25 Condos on 8 floors (10 ft. high ceilings) with 2 setback terraces and Juliette balconies. The large Mechanical Room on the roof is not included in the total height. A 2-story underground parking garaged will allow one parking spot per unit.
  • The applicant needs to submit a Zoning Amendment.


  • We met on the lot west of Churchill Place, which is now also owned by the Jon Bowman Group. It is approximately 10,000 sq. ft. and therefore could possibly end up being the site of a sister building to 109 Reynolds.
  • The difference in height between 8 storeys with 8ft ceilings and 8 storeys with 10ft ceilings is considerable.
  • With only 1 parking spot per unit, there will be a reduced standard comparable to other high-end condo buildings in Oakville.
  • Lockers were not discussed.
  • John Bowman is a respected Oakville Developer.
