Review the Committee's role, hearing procedures, and meeting schedule. Have as many interested neighbours as possible SHOW UP and SPEAK at the meeting. Two minutes each is all that's required - short and to the point. Assuming you've arranged for a "lead speaker", s/he will likely take a little longer. The lead speaker should speak to the issue on the basis of the "four tests" in the Planning Act. Before approving a variance request, the Committee must satisfy itself that the request meets the four tests outlined in the Planning Act, section 45(1) Minor; Desirable for the appropriate development or use of the land. building or structure; In accordance with the general intent of the by-law; and In accordance with the general intent of the Official Plan.
Everyone opposing the request should state what impact the minor variance has on them personally and on the immediate neighbourhood. Writing letters before the CoA hearing helps - the more the better because sometimes these alone will prompt the applicant to rethink his/her project or perhaps even withdraw the application. But letters are not a substitute for showing up and speaking.
